English summary (thanks to Penpen from WeiBo who summed up the chapter. I just translated them.)

• After the winter break, the third semester has begun.
• Atsumu has been appointed as the president of the Student Council.
• Kuze became the secretary because Atsumu wants to spend more time with Kuze.
• Atsumu has to take care of a student who just came back from Australia after spending a year abroad. He is Matsushiro Taisho.
• Taisho asked Atsumu how about the 'game' now. Taisho was once the 'slacker' in the caste.
• Taisho wanted to be friendly to everybody but Azusa ignored him. Other student advised Taisho to leave Azusa alone.

• Azusa kept thinking of how to crack down Karino. He wanted to destroy things that are important to Karino but it seems that Karino doesn't have any important thing in life. (ME: Oh boy, Azusa, you are the most important thing to Karino! Don't you realize that!! But nevermind, you will know it in chapter 34.)
• Azusa saw Eno and Karino at the aisle. 
• Eno asked Karino to smell the new perfume he uses. Karino did and said it suits Eno.

• Not only Azusa, Tatsumi was also there. He was worried about Karino because Karino seems to be very close to Eno recently.
• Tatsumi met Karino for the first time on their grandfather's funeral. As an illegitimate child, Tatsumi could only stay aside watching the blue eyed boy Karino crying while comforted by the adults. 
• But then he saw the coldness in Karino's eyes while Karino was burning the toys given by his grandfather.
• Tatsumi said Karino's eyes now are as cold as that time. 
• Tatsumi tried to find out the weakness of Eno from Kagura but in vain.

• Eno wanted to show Karino his secret place, a place who only higher classes members are allowed to enter.
• But there are three rules to be obeyed: 
• 1. Not allowed to reveal the secret
• 2. Not allowed to say NO
• 3. Not allowed to fall in love with anybody
• This is because only the rulers can enter this place. As a ruler, you can't be ruled by others, including your heart.

• Karino asked Eno why does he do this.
• Eno said he wants to be a rotten apple. He just want to be rotten, but not alone. He wants everybody to be rotten together.

• After listening to Tatsumi, Azusa tried to ask Kagura the weaknesses of Eno.
• Kagura told Azusa he was using the wrong method. He could never beat Eno like that.

• Azusa was quarreling with the other in the park while playing skateboard.
• Taisho appeared and solved the problem.
• Taisho told Azusa before he went abroad, he was very mindful about his role in the cate system.
• After he went abroad, he doesn't give a damn about the game anymore.
• If he feels bad or down, just reach out to the world and explore it.
• The world is big enough to shelter you.

So, that's the summary of chapter 31.

Just a short explanation why I left out the translation of chapter 31.

I am quite busy and hardly have time. Translation does not mean simply translation. 

Firstly, I have to purchase the comic and copy + edit each page of it (it's illegal I know...)

Secondly, I have to start translating them. Since Japanese and English are not my mother tongue (not even my 2nd language LOL), my Japanese level is about intermediate, I spent lots of time searching for the correct translations, as accurate as I can. I used translation tools and even asked some Japanese friends.

Thirdly, I have to delete all the original text and type in my translations.

Finally, upload them.

I do this all voluntarily because I know how suffering it is, when you can't access to any resource of the comic you love. I have been there too!

Chapter 31 was released in Dec 2020 and I was busy as hell that time.

So I decided just to drop it and focus on the new released chapter.
